Wisconsin truck drivers

Here's how truck drivers in Wisconsin are saving money on their health insurance this year

You can still get a nationwide PPO in Wisconsin, and a driver hauling out of dairy country on I-94 needs one more than most, since his county's marketplace doesn't sell one. Here's how Chippewa Valley owner-operators are setting it up.

Sam Jaber, licensed health insurance broker

Hi, I'm Sam Jaber. My practice is health insurance, my base is Tampa, my license includes Wisconsin, and drivers usually call me while they're waiting at a dock or a scale.

Picture an owner-operator living outside Eau Claire, in the middle of dairy country. Some of his loads are milk and cheese moving between farms, plants and warehouses around the Chippewa Valley. The rest go out I-94, east toward Madison, Milwaukee and Chicago, or west through the Twin Cities and on into the Dakotas, and a few take him down I-90 or over to I-43 along the lake. In winter, snow and wind can hold him somewhere far from home for a day or two. His family's doctors are in Eau Claire. His own care happens wherever the truck is parked.

You can still get a nationwide PPO in Wisconsin

For that driver, the most important line: you can still get a nationwide PPO in Wisconsin, and I can put one in place.

He won't find one on HealthCare.gov at home. Eau Claire County's 2026 marketplace offers 18 EPOs, 7 HMOs and 9 POS plans, and no medical PPO; Wisconsin's marketplace PPOs are sold in only 15 of its 72 counties. HMOs and EPOs generally pay outside their networks only in an emergency, so the clinic in Fargo that treats a bad chest cold usually isn't covered. A PPO helps pay for that visit at a higher share, with no referral, and a nationwide PPO is sold privately, priced after a review of your health.

Start from what the truck clears

The premium tax credit depends on household income for the coverage year. If you own the rig, HealthCare.gov wants net self-employment income, which is your settlements once fuel, the note, tires, repairs, plates, permits and rig insurance come out. Estimate it when you enroll and change it whenever freight rates, a breakdown or a slow season changes the year.

Scenario 1 of 3

Long hauls, healthy family

A household past the credit range pays full price for every plan on HealthCare.gov, and none of them is a PPO in Eau Claire County. Health-screened private coverage on a nationwide PPO network is worth pricing against that. You'll answer medical questions, and the result is an offer, an offer that leaves out one old condition, or a no. Good health is why a driver can often get a lower premium than the marketplace's list price, and a walk-in clinic in Illinois or North Dakota counts the same as one in Eau Claire. Your family's doctors at home get checked too.

Scenario 2 of 3

I haul local milk and I'm home most nights

Farm-to-plant runs around the Chippewa Valley keep you in your own bed most nights. When the household also falls inside the credit range, HealthCare.gov generally wins on cost, as the credit is good only there. Choose the EPO, HMO or POS network your family already uses, save routine appointments for home days, and remember emergency care is covered on any highway.

Scenario 3 of 3

Slow freight, or health I watch for my medical card

A blown engine or a slow stretch can leave the household thin, and Wisconsin handles that better than most states that skipped the ACA expansion. Wisconsin's BadgerCare Plus reaches adults earning up to 100% of the federal poverty level, kids or no kids, and marketplace credits generally pick up right there, which closes the gap other non-expansion states leave. Drivers keeping blood pressure under control for the DOT, and families caring for someone with a chronic illness, should stay on HealthCare.gov regardless of income, since its plans can't refuse you or price your health. An occupational accident policy covers injuries on the job, not sickness.

Where the Wisconsin figures come from

  • Wisconsin's individual marketplace runs on HealthCare.gov; Wisconsin is one of the states in the federal 2026 QHP Landscape file Source
  • For 2026, Eau Claire County has 18 marketplace EPOs, 7 HMOs and 9 POS plans and no medical PPO; Wisconsin's marketplace PPOs are sold in 15 of the state's 72 counties Source
  • HMO plans generally don't cover care outside their network except in an emergency, EPO plans cover out-of-network care only in an emergency, and PPO plans cover out-of-network care at a higher cost without a referral Source
  • Self-employed people report net self-employment income to the marketplace, estimate it for the coverage year, and should update it as soon as it changes Source
  • Wisconsin has not adopted the ACA Medicaid expansion; BadgerCare Plus covers adults, including adults without dependent children, up to 100% of the federal poverty level Source
  • The marketplace premium tax credit generally starts at 100% of the federal poverty level Source

Questions truck drivers ask me

Straight answers, no sales pitch.

Can I get a PPO on HealthCare.gov in Eau Claire County?

No. For 2026, Eau Claire County's marketplace has EPOs, HMOs and POS plans, but no medical PPO. A healthy driver can still get a nationwide PPO privately.

Will a Wisconsin EPO cover me in another state?

Usually just for emergencies, unless the doctor or clinic is part of its network.

Does Wisconsin have a Medicaid coverage gap for drivers?

No. BadgerCare Plus and the marketplace credit meet at 100% of the federal poverty level, so drivers at the bottom of the income scale have a path.

Does every Wisconsin driver need a nationwide PPO?

No. Local and regional drivers with the credit are often better served by an Eau Claire County EPO or HMO.

Tell me which way you haul

Give me your county, how much of the month you're on the road, the family members to cover and last year's profit from the truck. I'll price coverage that suits your routes and give you a straight recommendation.
