West Virginia truck drivers

Here's how truck drivers in West Virginia are saving money on their health insurance this year

You can still get a nationwide PPO in West Virginia, and around Bridgeport and Clarksburg the marketplace PPO is priced below the HMOs. Here's how owner-operators who haul for the gas fields set it up.

Sam Jaber, licensed health insurance broker

Hi, I'm Sam Jaber. I'm a Tampa-based broker who sells health insurance and only that, I'm licensed in West Virginia, and truckers usually reach me by phone while they're waiting on a pad or a scale.

Think of an owner-operator in Bridgeport with his own tractor and a couple of trailers. Much of his work is gas-field hauling: water, sand, pipe and equipment to well pads out Route 50 in Doddridge and Ritchie counties and up toward Wetzel. When drilling slows, he picks up freight on I-79 to Pittsburgh and Charleston, or east on I-70 and I-68 toward Maryland. Mountain grades, narrow lease roads and long winters are part of the job. His wife and daughter use doctors in Bridgeport and Clarksburg, and the nearest specialist for some things is an hour away in Morgantown.

You can still get a nationwide PPO in West Virginia

For a driver in his position: you can still get a nationwide PPO in West Virginia, and I can arrange it by phone from the cab.

On the marketplace, Harrison County's 37 medical plans for 2026 come from 2 insurance companies, 15 PPOs and 22 HMOs. Unusually, the PPO is the bargain. Price a 40-year-old on silver before any credit and the least expensive PPO is 3.5% under the least expensive HMO, and no silver plan in the county costs less. An HMO generally pays nothing outside its network except emergencies. A PPO pays part of an out-of-network visit, like a walk-in clinic in Washington, Pennsylvania, with no referral.

The truck's year is uneven

Gas-field work comes and goes with drilling schedules and prices, so a driver's year can swing. The credit is based on the household's net for the coverage year: settlements and hauling invoices minus diesel, the truck payment, tires and repairs, permits and the rig's insurance. Start with a careful estimate and change it on HealthCare.gov when a contract ends or a new one starts.

Scenario 1 of 3

Regional hauling, home most nights, and we get the credit

For a driver home most nights with a household inside the credit range, HealthCare.gov is usually the lowest-priced route, because the credit only applies there. And the plan type answer is easy in Harrison County. The credit is figured from the second-lowest-priced silver plan, regardless of what you choose, and the lowest-priced silver plan here is a PPO. So the PPO costs you less than any silver HMO, and it still pays something out of network. We just confirm your family's doctors in Bridgeport and Morgantown are in it.

Scenario 2 of 3

Long runs, and the family is healthy

If you shift to long-haul freight and the household earns past the credit range, all 37 Harrison County plans are at full price. That's when a medically underwritten nationwide PPO is worth a quote. Everyone on the application answers health questions, and the insurer says yes, yes with an earlier condition excluded, or no. Healthy drivers often pay less this way than the marketplace's full rate, and the network is designed to work in Ohio, Pennsylvania or Texas the same as at home.

Scenario 3 of 3

I'm managing a condition to keep my DOT card

If you're treating blood pressure, diabetes or sleep apnea to stay qualified, or someone at home needs regular specialist care, stay on HealthCare.gov whatever the truck brings in. Marketplace plans can't refuse you or charge extra for health, and in Harrison County the PPO is the lowest-priced silver plan anyway. Occupational accident coverage handles injuries on the job, nothing more.

  • For a 40-year-old on silver in Harrison County, before any credit, the least expensive PPO is priced 3.5% under the least expensive HMO for 2026 and is the lowest-priced silver plan in the county Source

  • Self-employed people estimate net self-employment income for the coverage year, and should update it when their business changes Source
