The credit is set from the second-lowest-priced silver plan, whatever plan you choose. Since the lowest-priced silver plan in Berkeley County is a PPO, you'll pay less for it than for any silver HMO, and you get out-of-network coverage on top. The thing to confirm is whether the PPO's network includes the Maryland and Virginia doctors you actually use. If it doesn't, you'd pay its out-of-network share there.
